Denne uken ga Storbritannias kontor for nasjonale statistikker (ONS) skeptiske tenketanker og lokalpolitikere rett: myndighetenes tall over hvor mange innvandrere de britiske øyer årlig tar i mot er alt for lave. De reelle tallene er på 190 000 mennesker i året, 45 000 flere enn myndighetene offisielt har operert med:

A two-page report from the Office for National Statistics yesterday illustrated graphically how Labour lost control of immigration.

What it showed was that Ministers have grossly underestimated the numbers coming to Britain to settle from abroad.

When Labour came to power in 1997 net immigration was running at around 50,000 a year. This is the difference between those who come to Britain and those that leave. By the turn of the millennium, the immigration assumption was upgraded dramatically to around 130,000.
Then a few years ago, it was increased still further to 145,000. Yesterday’s report puts the assumed annual net immigration figure closer to 200,000 – a four-fold increase in a decade.

It is clear that immigration has been running at or around this figure for five years or so – well ahead of the official assumptions.

Rapporten viser også at antallet etniske briter som forlater landet for godt er høyere enn noensinne, hvilket bidrar til en enda raskere endring av den etniske sammensetningen av Storbritannias befolkning.

Både tenketanker som Migration Watch (MW) og kommunepolitikere, som har opplevd de praktiske følgene av den enorme innvandringen på nært hold, har i årevis hevdet at de offisielle tallene måtte være feil. Myndighetenes manglende oversikt har blant annet forårsaket et massivt press på offentlige institusjoner som utdannings- og helsetilbudet, og problemene dette har medført har blitt stadig mer synlige.

Tidligere i år måtte den britiske regjeringen også innrømme at den store innvandringen har hatt en negativ innvirkning på landets sammenhengskraft, og at samfunnet er på vei mot segregering langs etniske og religiøse skillelinjer. Regjeringen ga også uttrykk for at man er klar over at de voldsomme endringene av samfunnet på så få år har gjort befolkningen urolig, og at myndighetene ønsker å ta folkets bekymring alvorlig.

I henhold til statistikkene fra ONS er myndighetenes mangeårige feilkalkulasjoner mest synlig i britiske skoler: innslaget av innvandrere i befolkningen er nå så stort at etnisk britiske barn er i minoritet i nesten en femtedel av de offentlige skolene på landsbasis. En av fem skoleelever har minoritetsbakgrunn, og i deler av London opptar minoritetspersoner hele ni av ti skoleplasser:

Figures from the Department for Children, Schools and Families showed that last year saw the biggest year-on-year increase in pupils from ethnic minorities.

Across the country, they account for almost 22 per cent of pupils at primary school compared to 20.6 per cent last year. At secondary level, numbers rose at a similar rate, to 17.7 per cent.
In all, about one in eight pupils — some 800,000 — do not speak English as a first language and numbers are thought to have doubled in the past decade. The Conservatives said the sheer number of non-English speakers in state schools was putting a strain on resources.

Damian Green, the shadow immigration minister, said: «What is important is whether or not these children arrive in school able to speak English. If they can’t, and they are being taught in overcrowded classrooms, this makes it much harder for teachers to do their job.»

Across inner and outer London, black and Asian pupils outnumber white British children by about six to four.

Elsewhere, particularly in rural areas, school populations are almost entirely white. In Devon 95 per cent of primary pupils were white British.

Cultural diversity in inner-city schools is failing with many becoming so polarised that they are dominated by one racial or religious group, a damning report will claim.

Race Equality Sandwell in the West Midlands, claims that schools in the region are becoming «all-white» or «all-Asian» despite drawing from multi-ethnic catchment areas.

Derrick Campbell, the chief executive of RES, said he was «extremely concerned» that children will leave school unable to fit into a diverse society. «My biggest worry is that schools and parents are propagating the notion of segregation,» he said. The report, to be published next week, covers schools across the West Midlands. It looked at admissions policies, catchment areas and wider socio-economic influences.

Mr Campbell said there were examples of neighbouring schools having an unnecessarily separate ethnic mix. It was caused by a range of factors, including parents wanting their children to be with those of a similar faith or background and schools failing to ensure a proper mix in their admissions policies.

Fra oktober har CREs oppfordring blitt til lov, og heretter vil britiske skoler kunne stenges dersom de ikke aktivt promoterer relasjoner mellom forskjellige religiøse og etniske grupper. I henhold til regjeringens retningslinjer gjelder dette særlig skoler der etnisk britiske elever er i majoritet. Loven er en del av en rekke tiltak fra regjeringen for å øke den minskende sammenhengskraften i samfunnet.

Jim Knight, the schools minister, said: «Schools are the building blocks of our communities so it’s vital that they promote tolerance, respect and understanding across. A new community cohesion duty means all schools must now show what they are doing to help all pupils to achieve their potential, experience different cultures and appreciate common values.

«We already have guidance in place to help teachers support children who have English as an additional language.»society. He said: «Schools are becoming ghettos divided by race and it is having a negative effect on young people

«The Government needs to restrict parental choice to ensure that the intake policy gives a fair chance and opportunities for schools to reflect the make up of the community.»

Those in rural areas or leafy suburbs should be twinned with ethnically mixed schools in the inner city, it suggests. Christian faith schools should strike up partnerships with Muslim and Jewish institutions, while other community schools should organise more trips to churches, mosques and synagogues. In a move designed to stop children drifting toward extremism, all schools will have a legal duty from September to break down barriers and promote «community cohesion».

The new guidance said: «Every school – whatever its intake and wherever it is located – is responsible for educating children and young people who will live and work in a country which is diverse in terms of culture, faith, ethnic and socio-economic backgrounds.

Rapporten viste forøvrig at den religiøse og etniske segregeringen hovedsakelig forekommer mellom britiske og asiatiske barn – det er ingenting som tyder på at afro-karibiske barn har noen tilpasningsproblemer i forhold til de to øvrige gruppene.
