Vincent Cochetel, UNHCRs spesialutsending for det sentrale Middelhavet, innrømmer i et intervju med InfoMigrants at anslagsvis 70% av de som migrerer over Middelhavet ikke er asylsøkere men økonomiske migranter. Cochetel tar også til orde for en returordning av migrantene:

Only 30 percent of those who cross the Mediterranean from Libya need protection. This means that 70 percent of them have no intention of seeking asylum in Europe. A fair and equal return mechanism must therefore also be put into place. Otherwise, European countries will call the whole asylum system into question.

En kombinasjon av underdimensjonerte mottak og manglende returordninger, har bare i Italia de siste årene resultert i anslagsvis 600.000 personer som lever illegalt i landet:

According to La Stampa newspaper reports of late 2018, the numbers of migrants being supported by the Italian system are a very small percentage of the estimated 4 million non-EU foreigners who currently live in Italy. In addition, La Stampa estimates that there are as many as around 600,000 migrants who have fallen out of the system and therefore do not hold residence permits or the right to stay in Italy, but live there nevertheless, unsupported.

Statistikk for Italia fra 2019 viser også at det er et stort flertall menn som søker asyl eller kommer som migranter: 73 %.

Cochetel peker på at landene migrantene kommer fra, har et ansvar:

We talk a lot about the responsibility of Europe, and rightly so, but we must not forget the responsibility of the countries from which the migrants originally come from. How come people of certain nationalities leave their countries more often than others, even though their countries aren’t at war? African countries also have a role to play.

Det høykommissæren sier her om opprinnelseslandene, bør være et helt sentralt premiss i Norges og øvrige europeiske lands vurderinger av hvordan fremtidig bistandspolitikk skal innrettes og det utdaterte asylinstituttet reformeres.
