The report was one of 11 Balance of Competences reviews published by the Government into the impact of the EU on Britain.

Its publication was delayed from earlier this year because of wrangling within the Coalition between the Tories and Liberal Democrats.

The report made reference to Europol which highlighted how “free movement of people and goods across the EU’s internal borders reduces the chance of detection”.

The report found that immigration had kept wages of cleaners and semi-skilled workers, supporting the claim earlier this year from James Brokenshire, the immigration minister, that a “wealthy metropolitan elite” had been one of the big winners from mass immigration because they could pay less for cleaners and tradesmen.

It quoted from a study which found that a 10 per cent rise in the proportion of immigrants working in semi/unskilled services – that is in care homes, bars, shops, restaurants, cleaning, for example – led to a 5.2 per cent reduction in pay.

Rapporten antyder også at regler som ble laget under helt andre omstendigheter, f.eks. hva angår velferden, ikke er skrevet i stein;

“These problems are magnified by the fact that the EU of today is very different to when the rules were created. There are many more Member States and much greater diversity in how their social security systems operate.”
